The work of the ZFD has been organised around five interlocking pillars or themes that will enable the comprehensive transformation of Zambia. The forum ensures that all work touches some or all of these themes in order to advance a robust and mutually supportive range of initiatives.

Together, these pillars form a dynamic blueprint for Zambia’s future. They help the Forum channel its efforts toward high-impact outcomes, aligning stakeholders around a common vision of progress and ensuring that transformation is both inclusive and sustainable.

People-Centred Development
This theme advances policies and plans that can lift people out of poverty and into meaningful work, ensuring every citizen is a stakeholder and consumer in the domestic economy.
With over 56% of the country’s youth currently facing unemployment, the theme will focus on strategies on how to create a robust social safety net while investing heavily in skills training and education to prepare youth for the jobs of both today and the future. This theme will seek to empower individuals to become active participants in the nation's growth.

Economic Resilience
This theme will seek to develop polices and plans that can enable deep economic reforms with a human face, focusing on building a strong and stable economy that can withstand global shocks while protecting our most vulnerable citizens.
This means diversifying our economy beyond a single commodity, controlling inflation, and managing our national debt responsibly to ensure long-term stability and security for all Zambians.

Business-Led Growth
This theme advances policies and plans that can create an enabling environment for the private sector, allowing it to drive wealth creation and generate hundreds of thousands of new jobs. This includes reviewing bureaucratic obstacles, addressing inconsistent policy, and tackling the high cost of doing business.
It will also prioritize strategies for attracting investment and fostering growth in high- potential sectors such as agriculture, mining, tourism, and renewable energy, all of which are poised to create significant employment opportunities for the Zambian people.

Living Together
This theme examines how to build a better Zambia for all her people, ensuring that where tremendous economic growth is achieved that it is done equitably distributed across all strata of society—to young and old, men and women, rural and urban communities.

Sustainable Government
Any plans for the country require the waging of an uncompromising war on
corruption and building a transparent, accountable government that serves its people.
This theme also advances plans on how to boost commitments to fiscal
responsibility, good governance, and an open-door policy that invites citizen participation in the decision-making process.
